By-Laws

 

All schools/clubs who wish to participate in the H.S. league season must follow the guidelines set forth by the Board.  Any infraction of these rules may result in game forfeits, suspensions of players, coaches, general managers, and/or teams.

 

General Managers (GMs) are responsible for informing their coaches of ALL rules pertaining to participation in this league.  GMs should copy all notices received from and information discussed at league meetings to their coaches, players, and parents.  It is also their responsibility to make certain that their coaches are following and enforcing these rules.  It is essential that ALL coaches read the notices posted on the display boards at The Sports Arena.

 

The H.S.R.H.L. of Long Island Board acknowledges the importance of the GM’s involvement, feedback, and opinions.  Therefore, many topics will be presented at scheduled meetings to all GMs for a vote during our playing season.  A MAJORITY IS NEEDED FOR APPROVAL ON ALL TOPICS.

 

The H.S.R.H.L. of Long Island Board reserves the RIGHT to amend the BY-LAWS as the changing needs of the League require.  When changes are made, it is the Board’s responsibility to distribute copies to all GMs and Clubs in a timely fashion.

 

 

A)     BEHAVIOR AND ACCOUNTABILITY

 

If a person (GM, coach, player, parent, spectator) has been prohibited from a “playing facility” for any period of time, then this person will not be permitted entrance to any of the H.S.R.H.L. events at that facility until said period of time has lapsed.

 

Coaches

1.      Head Coaches must be at least 21 years of age.  Assistant Coaches must be at least 18 years of age and pre-approved by the Board.

 

2.      Only two coaches are allowed on the player’s bench – names must appear on the final roster.  Coaches are required to leave Locker-room key(s) with an adult off the rink.  Team Locker rooms need to be unlocked just prior to the end of their game.

 

3.      They are always responsible for the conduct of their players on or off the rink.

 

4.      They will conduct themselves as role models in acceptable/professional attire and manner to the players and spectators.

 

a)     Speak respectfully to ALL players, coaches, referees, and officials.

 

b)     Keep your players and spectators respectful to all of the above.  Referees and Game Officials can and will ask any player, parent, or spectator acting in an unacceptable manner to leave the facility.

 

c)      All players and coaches will shake hands at the end of each game, unless the referees or league official deem otherwise.

 

5.      A suspended coach is not allowed under any circumstance on the bench until the entire suspension has been served.

 

Players

1.      Will always conduct themselves in an acceptable manner both in and out of the facility.

 

2.      Are responsible for having at each game whatever equipment is necessary to play in the game, including their “school” assigned/numbered jerseys.  A penalty will be assessed to any player who starts a game without proper equipment, i.e., pads, mouthpiece, etc.

 

3.      If ejected from a game, the player must go directly to their team’s locker room, and remain there – they are NOT ALLOWED into the stands (see section F for Ejection Policy).

 

4.      If a player is injured, they are not allowed on the bench until the Board is presented with a medical release (doctor’s note).  ALL returning “injured” players MUST present the Game Official and/or Board with a medical release (Doctor’s note) before being allowed to participate in any game.

 

Parents/Spectators

Parents and spectators are expected to conduct themselves in a respectful manner.  They will not argue calls, abuse players, referees or officials in any manner.  If a parent or spectator is abusive to any official during or after a game, they will be issued a warning.  If they continue to abuse an official, their team will be issued a bench penalty and they will be asked to leave the building immediately.

 

Officials

1.      The H.S.R.H.L. of Long Island Board members will be your league officials.

 

2.      A Game Official will be present at ALL games and perform the following functions:

a)     All players will be checked-in before entering the rink.

b)     Supervise and enforce all league rules and policies.

c)      They are not present to do the job of the referees.

 

3.      League Officials can suspend any player or coach on or off the rink, if that person is deemed negligent in following the League’s By-Law rules of proper conduct.  Game Officials have the authority to suggest possible Board actions.

 

 

 

 

B)     TEAM DIVISIONS

 

Varsity                        grades: 9, 10, 11, 12th

Junior Varsity grades: 8, 9, 10, 11th

Freshman                   grades: 7, 8, 9th

                                    Jr-Freshman              grades: 5, 6, 7th 

 

 

C)     PARTICIPATION REQUIREMENTS (as of Sept. 1st of the seasonal year)

 

Varsity                        Players may not be 19 years of age or older and may not be repeating their Senior year in school.

 

Junior Varsity             Players may not be 18 years of age or older and may not be repeating their Junior year in school.

 

Freshman                   Players may not be 16 years of age or older and may not be repeating their Freshmen year in school.

 

Jr-Freshman              Players may not be 14 years of age or older.

 

 

D)     GAME FORMAT (follows AAU rules)

 

1.      Game format (All levels)

a)     20 game season & playoffs

 

b)     Two 22 minute halves – running time.  The clock will only stop during the last 2 minutes of the 2nd half when scores differ by 2 or less goals.

 

c)      Each team will be allotted only one time-out in regulation time.

 

d)     In the event of a tie after two periods, a 5-minute sudden death overtime (OT) will be played, with the winning team receiving TWO POINTS and the losing team receiving an OVERTIME LOSS (OTL) and ONE POINT.  If the score should remain tied after sudden death, a point will be awarded to each team.

 

e)     No time-outs in OT.  If a coach calls time-out in OT, a 2-minute delay of game penalty will be accessed.

 

2.      Play will consist of 4 on 4 plus goalies, with:    no line calls

            no offside

                        no icing

            NO BODY CHECKING

 

3.      NO game will begin with fewer than 4 skaters and a goalie.  If a team is unable to comply within 10 minutes of the game’s scheduled start-time, the Game Official  deems it a forfeit and the points are awarded to the other team present on the rink.  If the opposing team is not present on the rink during the game delay, they will not receive these points.

 

4.      All players, including goalies, must play on skates.  They must wear helmets when on the deck or the bench during games.  Mouthpieces must be used on the deck.   Any player with an orthodontic mouthpiece must be noted on the roster.

 

5.      A typed copy of the TEAM ROSTER, noting players that are present, must be signed by coach(s) and given to the Game Official prior to the beginning of the game.  Players arriving late can be added to the game roster by the scorekeeper while the game is in progress.  Games will be forfeited if a player is listed as present and is not, or if the coach lists an “illegal” player.

 

6.      Players may not “switch” jersey numbers at anytime or for any reason.  Such players will not be permitted to participate (see section F regarding Penalties). 

 

7.      All players and coaches will shake hands at the end of each game, unless the referee or Game Official deems otherwise.  Afterward, the winning team returns to their bench and the opponents proceed to their locker room.

 

 

E)     PLAYOFF FORMAT

 

1.      The format will be decided once the season begins.  The number of teams making the playoffs and the number of rounds are dependent on the total number of teams in each Conference and/or Division.

 

2.      ALL rounds, except the Semi-Finals and Finals, will be single round elimination games.  Both the Semi-Finals and Finals rounds will be the best two (2) of a three (3) game series.

 

3.      Playoffs will continue until a winner is decided.  OT will consist of 22-minute periods.  Teams will switch zones before beginning each OT-period.

 

4.      A player must play a minimum of 10 games during the regular season to be eligible for playoffs.  The only exception to this rule is a player who is injured and provides a note and written release from his/her doctor upon their return to play during the course of the season.

 

 

F)      GAME PENALTIES AND SUSPENSIONS

 

Penalties

JERSEYS: Players (including goalies) that do not have their own proper assigned “numbered” and appropriate matching team jersey, will NOT be permitted to participate in any regular season or playoff game.

 

Late-arriving players without their own proper assigned team jersey will not be allowed to join a game in progress.

 

SKATES: If wheel(s) are lost during the play of game, the skater (goalies excluded) must leave the rink and repair the skate in order to return to game.

 

Suspensions

Suspensions can and will be given out by any Referee and/or League Official to players or coaches who are involved in any breach of the rules written in these by-laws.  Game Officials have the authority to recommend possible Board action.

 

All suspensions will be posted and conveyed to the clubs involved by the Board.

 

1.      Three (3) contact penalties or four (4) penalties in game – player ejected from game.

 

2.      Game misconduct – Ejected from game, no suspension.

 

3.      Gross misconduct – Ejected from game, next game suspension with Board Review.

 

4.      Fighting on Rink

a)     1st fight – 2 game suspension

b)     2nd fight – 4 game suspension

c)      3rd fight – season & playoff suspension

d)     3rd man in – automatic minimum of 1 game suspension

e)     Players leaving bench – automatic 1 game suspension

f)        Any intent to injure – results in season-ending suspension

 

5.      For ANY three (3) incidents resulting in suspension, the individual (player or coach) will be suspended for the remainder of the season, including playoffs.

 

6.      Fighting off the Rink – Board Review

 

Ejection Policy: HOME player – to the bench, GUEST player - to the locker room.

 

 

G)    TEAM and ROSTERS

 

1.      Team size: minimum 9 (8 skaters & 1 goalie) and a maximum 15 (13 skaters & 2 goalies)

 

2.      All teams must have at least 1 goaltender listed (noted) on their roster.  List goalies first on the roster.

 

3.      Any player listed as a skater may play goal.  Goalies may play out.

 

4.      Players must play for the school they attend and proof of school attendance is required.  All players must be active “Day-Time” students.   Persons attending “Night School” are not eligible for participation.  Any player who attends a Private school must play for that school.  Students from Private elementary schools must play for one of the Private high schools.  If the Private schools haven’t a team, the student is eligible to tryout and play for the team in their school district.

 

5.      All clubs/teams must provide the league a copy of the School Confirmation Form at the first game of the season as well as the player’s permanent jersey number.  The School Confirmation Form signed by a School District Administrator will confirm player eligibility.  This form will replace Student I.D. and Birth Certificate.

 

6.      All players must play in their own division (appear on a single roster).

 

7.      If a division goalie is unable to continue or complete the season a permanent substitute may be moved-up from an existing lower-level roster.  This goalie may not return to the originating roster.  If there is no lower-level team, a skater from the active roster will be dressed for goal.

 

8.      In the event that the regular goalie is injured or out on medical (Doctor’s note required), a lower-level goalie may temporarily be moved-up to substitute for the regular goalie if no other reasonable option is available.  In this situation, the following conditions apply:

 

¨      The Board MUST be notified in writing (i.e., faxed to 331-2459, or contact the board via the website) a minimum of two (2) days in advance of the game where a goalie is to be played-up.  It must contain the reason the regular goalie(s) is unable to participate and the name of the goalie that is to play-up.

¨      No goalie will be permitted to play-up more than four (4) games total.

¨      For the Varsity level, only goalies in 9th, 10th, or 11th grade may play-up.

¨      For the Junior Varsity level, only goalies in 8th or 9th grade may play-up.

¨      For the Freshmen level, only goalies in 7th grade may play-up.

 

9.      Roster may list up to three (3) coaches.

 

10. Coaches will submit to the Game Official each of the following: Team Roster, Game Attendance Sheet, Player Liability Waivers, Season Roster Form and School Confirmation Form at the team’s first game of the season.  At this game the final roster is FROZEN.  Any player who is not listed on your final roster will be declared ineligible to participate and is considered an "illegal" player and games will be forfeited.  All forms are available on the website.

 

 

H)     EQUIPMENT

 

1.      All team players must be assigned one pair of matching Home and Away jerseys with permanent numbers.

 

2.      Inline skates must have flush axle system complete with ALL wheels.  Brakes must be removed from inline skates.  Quad skates must have toe plugs.

 

3.      All players must wear shin-guards under roller hockey pants or sweats. Any player wearing ice-hockey pants must be worn under roller hockey pants or sweats.

 

4.      All players must wear (HECC) approved helmets with full cage/shield and chinstrap.  Shields and visors may not be tinted.

 

5.      As of December 4, 2001, the use of a mouthpiece is now optional for all players in all divisions.  The league strongly recommends the use of mouthpieces, however no player will be assessed an equipment penalty beginning December 4, 2001.  Players that would like to continue using mouthpieces should attach it to his/her face-mask for safety reasons.

 

6.      All players must wear elbow pads.

 

7.      All players must wear padded gloves. (No deck-hockey gloves permitted.)  This will be strictly enforced.

 

8.      All players must wear cup/jil.

 

9.      Goalies may not have any reflective stickers on any of their equipment.

 

 

 

I)         TRYOUTS

 

1.      All Clubs must hold OPEN tryouts for their school.

 

2.      Tryouts must be completed by – date to be determined @ 9/12/2006 meeting.

 

3.      The H.S.R.H.L. of Long Island Board must be notified of ALL tryouts two (2) weeks in advance.

 

4.      An official league “Tryout” roster must be filled out for each tryout and have completed information for each attending player.

 

5.      This “Tryout” roster must be given to the H.S. Board two (2) days after the tryout.

 

6.      All players must tryout for the school he/she will be attending during the roller hockey season.  All players must attend the tryouts for their school even if they played on the team during the previous season.

 

7.      A typed, completed final “FROZEN” roster must be submitted no later than October 25th.
